The government is thinking about a new “tax on Google” to support the Russian IT industry – “Vedomosti”

It can be introduced for foreign companies that analyze the behavior of Russians on the Internet, the source says.

The introduction of a new tax for foreign companies was discussed at a meeting of representatives of the IT industry with Deputy Prime Minister Dmitry Chernyshenko at the end of February, Vedomosti writes with reference to its participants. It was attended by 1C, Russian Railways, Mail.ru Group, Yandex, and others.
According to one of the participants of the meeting, code-named “Digital Tax”, this event is part of the second package of measures to support the Russian IT industry.
“It is supposed to charge an additional fee to a company that uses the data of Russians and forms an advertising policy on the territory of Russia. For example, when analyzing the user’s behavior on the network to launch contextual advertising, ” the source explained.
The collected funds will be used to support the industry, the source said. The approximate deadline for making a decision on this issue is mid-2021.
Another participant of the meeting spoke about the possible introduction of a “Digital tax”. According to him, the participants also discussed whether it is possible to redistribute the funds of the already levied “Google tax”. It has been operating in Russia since 2017.
The Federal Tax Service did not respond to the newspaper’s request, while the Ministry of Finance reported that such a format of measures to support the IT industry as VAT redirection is not currently being discussed.
“The process involves about 200 representatives of companies. While the Ministry of Finance has not submitted proposals to the government, it is essentially premature to comment on them, ” the press service of Dmitry Chernyshenko said.
